Strategic Foresight and Systemic Resilience in Critical Domains: Environment, Energy and Infrastructure

Abstract: 
The increasing complexity of contemporary risks associated with climate change, the energy transition, geopolitical shifts, and technological uncertainty highlights the need for new approaches to strategic future-oriented analysis. Strategic foresight constitutes a set of methodological tools that enable the systematic exploration of alternative future developments and support decision-making under conditions of uncertainty. Unlike traditional forecasting approaches, which aim to predict a single most likely future, foresight focuses on mapping multiple plausible futures and preparing strategic responses accordingly.
This paper examines the role of strategic foresight as a mechanism for enhancing resilience in critical domains that underpin the functioning of modern socio-economic systems. Drawing on a qualitative literature review and conceptual synthesis, the study explores the relationship between foresight, anticipatory governance, and systemic resilience, with particular emphasis on environmental security, energy security, and critical infrastructure protection.
The findings suggest that the integration of foresight methodologies into strategic planning strengthens the early identification of risks, enhances institutional preparedness, and improves the management of interdependent and cascading risks. The study concludes that the institutional embedding of foresight is a necessary condition for the development of more resilient, adaptive, and sustainable socio-technical systems.
