AI literacy and Ethical use: Developing and validating a Framework for Pre-service and In-service Teachers in Technology-Integrated Classrooms

Abstract: 
The integration of technology in form of artificial intelligence (AI) in educational settings as envisioned and encouraged by India's National Education Policy 2020 (NEP 2020), presents both profound opportunities and complex ethical challenges, necessitating a workforce of teachers equipped with futuristic AI literacy. The rapid proliferation of artificial intelligence (AI) in educational environment necessitates a teaching workforce proficient not only in the technical functionalities of AI but also in its nuanced ethical implications. This qualitative study develops and validates a comprehensive framework for AI literacy and ethical use designed specifically for pre-service and in-service teachers operating in technology-integrated classrooms. Grounded in a socio-technical theoretical perspective, the research employs an iterative, multi-phase methodology drawing upon in-depth qualitative data from authentic educational sources. Analysis of these data led to the construction of the preliminary Framework for Teacher AI Literacy and Ethics (TAILE), which organizes essential competencies across four interconnected domains: (1) Technical and Procedural Understanding, (2) Critical Evaluation and Assessment, (3) Pedagogical Integration and Innovation, and (4) Ethical Reasoning and Societal Impact. The framework was subsequently refined and validated through a structured process of expert review. The findings underscore that robust teacher AI literacy must extend beyond operational competence to include critical engagement with issues such as algorithmic bias, equity of access, and the preservation of academic integrity. The resultant TAILE framework offers a validated, evidence-based model to design the teacher education curricula, professional development initiatives, and competency standards. It aims to empower educators as informed, critical, and ethical practitioners capable of navigating the challenges and leveraging the potential of AI to enhance teaching and learning.
